Family Ct issued judgement lien for life insurance and child support on non-custodial parent's residence located in CA. Non-custodial parent died in 2004. Property was held in JT with Non-custodial parent's new wife. Property has been refinanced by widow of Non-custodial parent. Is Lien enforceable since it was a CS issue and security on the life of the deceased?

Lien was recorded in 1999. I beleive there is a ten year life to the lien, and it was done under Family Court.
