What is the name of your state? NJ but I work in PA my wife works in NJ.
My employer just switched to a new insurance carrier (United Health Care)and my Doctor is not in their network. My wife has coverage (Horizon Blue) through her employer and my Doctor is in their network, her plan also has a better prescription plan. My question is can I keep my coverage and use my wife's for prescriptions and for when I see my doctor, both our coverage is fully paid by our emloyers, also is one considered the primary and the other a secondary insurance.

You can, in the sense that no law prohibits your carrying two policies.
Whether or not it would be cost-effective is a totally different story.
Your plan will be primary for you. Her plan will be secondary. You cannot just decide to send some bills to one and some to the other; ALL your bills HAVE to go to your plan first. Her plan will pay the difference between what they would have paid IF they were primary, and what actually was paid. They will not automatically pick up any unpaid balance.
If the amount you will gain in having her coverage as well, is sufficient to offset the cost of paying for both policies, then there's nothing wrong with carrying both coverages. But figure the costs and the cost offset very carefully; many people have picked up double coverage in the past only to find that the premium cost was greater than the eventual benefit.
