My husband is currently a full time student and he has the student insurance with GM-Southwest. Recently I added him into my insurance plan as a dependent. Since then GM-Southwest has stopped paying his medical bills citing they have become the secondary insurer while my insurance should be the primary. Because they have a provision saying that they become secondary whenever the insured has another eligible insurance. My question – is it true that GM-Southwest is the secondary now and my insurance should pay first?

Without having read the definitions of primary and secondary in BOTH policies, no one can say. The law does not dictate who is the primary and who is the secondary carrier - the policies themselves decide that.

You're going to need to contact member services at both carriers and let them decide who is primary and who is secondary.
