Are the sign-up promotion points still considered purchase points?
I have around 15k worth of flight points on my pp elite and I was thinking if I pick up the business pp and get the 15k points on sign up that will allow me to transfer all 30k points to my thank you account.

Yes- but you can't combine flight pts from one card with purchase pts from another- they have to come from the same card.
