If you're expenses are not reimbursed, then maybe a consideration. Additionally, you have the go through the hassle of filing a claim. But I don't see myself frequently filing a claim in the first place as it is rare that my flights are not reaccomodating within several hours.

Divide the amount that it pays by 9.95 and then ask yourself, will this happen once every ___ trips? Has it happened once every ____ trips? If not then that is your answer. If you feel this problem could occur close to that often, put the 9.95 into a savings account every month. You'll come out a lot better and without the claims, forms, phone calls and frustration. Not to mention that you do not get the maximum amount on the occurance. You get what you can prove it cost you for that occurrance.

It's not clear from the description how the "three hour" rule would interact with the "9 pm" rule. If your flight is scheduled to depart after 6pm are you entitled to $200 compensation if you are still on the ground at 9pm, even if the delay has been less than three hours?
I assume it must be a minimum three hour delay to trigger any benefit, and that if the delay extends beyond 9 pm the additional $200 benefit is triggered.

The three hour rule has to be met first and then if that three hours is after 9pm then the 9pm rule applies.
