I think citibank is still running 0% offers for 12 months, Juniper has several offers as well, as does chase (although most of the chase offers are via snail mail). I don't think Citi waives the 3% transfer fee anymore, though, Juniper almost never does, and Chase does usually only when the balance transfer is on the application.
How big are your balanaces? If they are pretty high (esp. relative to your income), it may be unlikely that issuers will give you a card with good promotional terms.
