Chairman Card Level of Service Question

Hello,
I just got my Chairman Card in the mail yesterday. I didn't get any kind of welcome package, T&C, program outline, or anything. Could this be because I never had any kind of card with Citi before? I also don’t have a Smith Barney account. I was invited to apply, and so I did. I was approved this past Friday and I was told that I would have my new card, and all of the information the next day.
I expected it to be there on Monday since I didn’t think they wouldn’t bother doing the Saturday delivery. Monday came and went and still no card, so I contacted Chairman’s CSR line. They told me that nothing had been sent out to me yet. That they didn’t know why, and that they were very sorry about the mixup. I figured that was fine and didn’t think anything more of it. I called them back a couple of hours later since I had questions about the PriorityPass benefits, and the CDW coverage. They were able to answer questions about the PriorityPass without any kind of issue. The CDW coverage questions weren’t so easy for them and so they transferred me over to something called ‘Master Assist’. My experience with ‘Master Assist’ was just shocking. They gave me my card number over the phone! Now keep in mind that I didn’t have the physical card yet, but here was ‘Master Assist’ giving out the card number to me. ‘Master Assist’ didn’t ask me any kind of verification information at all. They just said that they wanted to confirm my card number with me and before I could mention that I don’t have a physical card yet, they gave me the number. I decided to find out just how much information they would give me and asked if they could tell me the exp. date, and they did.
I’ve been with Amex Plat for more years than I care to remember and I’ve never had the above experiences with them. When I lost my card while traveling, they got me a new one the next day. When I got an additional card for my wife, they got it to her the next day.
Anyone other there had any similar experiences with Chairman? Is this what I should be expecting from them?

The Chairman people are way better than Amex in terms of service....read a few of the threads posted and you will soon see why...
For some reason, there seems to be a kink with the new card information packet and brochures and mailing the card out....
BTW...when you get your information packet, your new card wil not be in there...it will be sent to you on via USPS..Also, new cardmemebers get their cards by regular mail (security reasons)....if you lose a card or need a replacement, it will be overnighted to you anywhere in the world like AMEX...
Service is way better than Amex hand down...

I received my card via UPS, along with a fancy package that contained a high-level description of the card's benefits. The "fine print" terms and conditions came in a separate envelope by regular mail a few days later.
In my terms and conditions, there is a separate phone number to call for questions about the CDW program--I think it's for the actually insurance company providing the coverage. When I called that number I was able to ask detailed questions about the program and had no problem. I don't think I had to provide my account number or identify myself other than as a Citi Chairman card holder. Ideally the CSRs should be able to transfer you to the insurance number, but I guess this didn't work for you.
My terms and condition mailing is at home, otherwise I'd post the number here. I compared the Citi and AMEX rental car insurance programs in the Chairman vs. Platinum thread. See that for details. The short answer is that some rental situations are covered by the Chairman card but not the Platinum card. If they both cover you, however, Platinum is probably better because in addition to the CDW you get medical and death/disability insurance.
