Question
Anyone have any suggestions? I don't like to use my ATM/Debit card when traveling and would like to look into getting a prepaid card. The Western Union one seems good and I think it would be reliable since its Western Union.

I've never seen one that was resonable on fees... Most are $3/transaction or so (that I've seen).
I think you are better off opening a free checking account as a second account and using that (which you can fund electronicaly to whatever you like). Almost all the big banks these days offer some type of no-fee checking, although you often need to do direct deposit or billpays. Prepaid cards seem to be targeted more at people that can't handle that.
Citi is a good choice if you don't have any branches around, as they give you 6 free transactions per month. 1% fee on foreigns
Paypal debit card isn't bad either, $1 fee anywhere.
BOA has the global ATM alliance and lots of coverage in the US, but their off-network fees are hefty.
Answer
So they charge $3 PER every single transaction?
So if I use it to buy a $2.00 bottle of water, I will be charged $5?

I figured you would only use it for cash. I don't see the reason not to use a creditcard when traveling. (Unless you feel wierd about using a creditcard for small value transactions, I don't have any problem doing it)
They don't charge anything for purchases, the $3 is for ATM withdrawls.
