Air Tran credit card not offered to Iowa residents?

I just had a strange thing happen. I applied for the AirTran cc about a week ago on the phone to get the bonus credits and today in the mail I received a letter saying I did not qualify for the card since I live in Iowa. When I called the Juniper number on the letter, they advised me that they do not have authority to issue credit cards for Iowa residents. I have lived in Iowa forever and never heard of this. Have I just been lucky so far that I have not had this happen with the numerous cards I have applied for with a few airlines and hotels? Maybe it has something to do with AirTran not flying in Iowa? I live on the IA/IL border so my airport is 15 minutes from my house, but it is in another state. Any insight would be appreciated, I really wanted those credits to put me at a free ticket.

I would guess its just a Juniper thing, as they are sort of a new bank compared to BOA, MBNA, Chase (First USA/Bank One), Citi. I believe they weren't founded until ~2000 and have only recentally (past 2 years or so) become part of Barclay's.
