Has anyone had any experience with a situation like this...?
Say I purchase an airline gift certificate with my Citi Premier Pass Elite credit card. I then give it as a gift to a friend and my friend buys and completes a fight ticket with it.
At that point, would I be able to get Flight ThankYou points from my Citi Premier Pass Elite credit card for the miles that he has flown?

No. You must use your card to purchase the actual ticket.
