Any Balance Transfer at 0% or low APR for life?

I recall seeing a fee credit cards before offer low or 0% APR for life of balance for a balance transfer but I am unable to find any now.
The best I found was Amex Blue which offered a 3.9% life time APR on balance transfers.
I have already taken out a cash advance on my one credit card (0% for 12 months) and have that cash now. I would like to use that cash to pay off my car loan which is at 5.25%. The problem is that come the end of the year (12 months) I will have to transfer the balance again or get stuck at some insane APR. And I am nervous that just planning to transfer the balance then might not be possible or easy as it is today. (for whatever reason)
Any thoughts?

I think 0% for life has probably gone the way of the dodo. You can still find offers for 0% for a year and occasionally for ~3-4% for the life of the loan.

Check out fatwallet.com's Finance section. I believe people are still getting 0% for life on the Discover card as long as you are willing to make 1 or 2 purchases per month. (If you do this, be sure to minimize these purchases as they are at a much higher rate.) Usually, the only way you get this offer is to threaten to cancel your current card. This will trigger a transfer to Retention.
It may be targetted, but Citi Dividend Platinum Select is offering 1.9% for life.
If you have a Chase credit card, they post all of the balance transfer offers for which you are eligible on-line after you have logged in. Take a look at their current offers. They frequently have X% for life, although I seem to recall that they are in the 2.9% to 4.9% range.

Its usually 3% with the maximum of 75 dollars.
