Sounds like a good deal to me. I wonder if previous WP Visa customers can apply for the bonus. It says they can't, but so does United MP and people there reapply every 3 months.

I don't think that is an exclusive "or". You get the bonus when either event happens. But one happening does not preclude the other.
Was there a specific statement on the offer that said that there would be no annual fee for one year?

well, I decided to sign up for it yesterday. I had called customer service to ask if I would get the points since I had previously had a WorldPerks Visa that I had cancelled about 2 years ago.
The woman told me that I'm eligible...that the cutoff is one year as far as previous cancelled cards are concerned.
I'll let you know how it pans out!

The woman told me that I'm eligible...that the cutoff is one year as far as previous cancelled cards are concerned.

Signed up for this on Oct 7, received my card in the mail 2 weeks ago...made a purchase last week and when I checked yesterday, my account has already been credited the 20,000 miles!

I applied online. It was a pretty easy process and I think I had the card within one week.
I had a Worldperks Visa several years ago and the thing I liked about it was the access to so many different offers that awarded you miles. I cancelled the card after my husband and I decided that we didn't like all the Rulebusters that NWA was adding in order to redeem the miles for a RT ticket. We decided instead to go with another Credit Card offer that gives us what we need in airline miles.
But, since I still had about half the Worldperks miles I needed for a solid RT ticket, I decided to apply once again for Worldperks and this added 20,000 miles gives me enough to purchase a ticket for an upcoming trip we have planned.
Bottom line, this worked out really well for me.
