Using Citi Banking/MC card @ foreign Citibank ATM's fee? + bad bad customer service

My question is regarding fees (currency conversion and what not).
I have a Citbank Bank Card. It is only used for ATM transactions. Each time that I get a new one, Citibank sends me a Citibank Mastercard which can be used as both a bank card and a credit card. And each time, I have to yell at them to please ask them to record my file and that I do not want the credit card capability. Its a pain, because I have to go to a branch to get a new one and I travel quite a bit.
Anyways, I want to know what type of fees do I pay when i am using a Citibank card to get money from a Citibank ATM abroad.
Is it just the 1% currency exchange fee + whatever Citibank gives me as their interbank rate of the day? No additional fees?
I ask because Citibank Customer service (can you say India) can hardly understand these basic questions and has refused to send me a copy of my terms and conditions which would list any applicable fees.

ATM:Your Citibank fee(0-1.50)+3%(currency transfer fee)+withdraw fee(Citibank's ATM waived. All ATM are waived in China, but 3% in every bank branch)
