Which signature card has the most travel insurance and largest reimbursement amounts for delayed baggage?

Also, if anyone has clear knowledge about the relevant award travel rules it will help. In particular, does any AMEX/MC/Visa offers the travel insurance/baggage insurance/delay expenses on award travel if one pays the taxes with the card.
I know that it has been mentioned in previous threads that DC offers this benefit on award travel but what about other cards. I have tried calling AMEX on this issue but could not get the agent beyond reading out the printed rules (that I also have). I would be happy to see something in writing but have never come across anything relevant for all the cards that I use (including four mileage cards).
