Thank you for the notice about changes to my credit card account ending in XXXX. As my Amtrak MBNA Mastercard has been my credit card of choice, I was particularly interested to learn of the changes you are making to the manner in which you handle foreign transactions charged to the card, namely to increase MBNA’s rakeoff fee from 1 percent to 3 percent without any economic justification therefor.
Unfortunately, as a result of your change in terms, I will be discontinuing my use of the Amtrak MBNA Mastercard for foreign transactions as of May 25, 2005. This will likely impact my overall use of this card for any transactions, as it will no longer be my card of choice.
I am sorry to inform you of this decision because I have been happy with my MBNA Mastercard and it has provided me with a number of years of good service.

That's the real answer to all this-take your business elsewhere. I imagine that the thinking must be there are more card holders who won't know or won't care about the 3% fees than there are holders who will dump their cards all together (as I will) if these fees are imposed.
Amtrak is especially at risk since they lost their UA affiliation at the end of last year and gave their MBNA card holders no notice. I guess hard-core Amtrak customers are used to being treated like cattle.
