Citi AAdvantage -- Not getting $25 off certificate?

I registered for the Citibank AAdvantage card back in June. As part of my sign-up package, I was supposed to get a $25 certificate off the purchase of an AA ticket valued over $189. In early September, after realizing I never got the certificate, I called and was told one would be sent out.
On September 17, the certificate arrived. Among other restrictions, it required a 14 day advance purchase and had an expiration (travel completion) date of September 30! Making it impossible to use the certificate as that date was only 13 days away!
I call Citibank and explain the situation. They tell me they will send me a new certificate.
Last Friday, I get a letter from AA saying "Sorry, we are unable to extend your certificate". Again, I call Citibank and explain that I'm not asking for an extension on using it, but rather I needed them to send me a certificate with an expiration date which was valid -- explaining it wasn't my lack of ability to use the certificate, but rather that they had forgotten to mail me one several months ago.
Supposedly, a new one is on it's way... we'll see.
Has anyone had similar experiences?

I just called Citibank to ask about my not receiving the $25 off certificate and the agent said she knew nothing about it. She put me on hold to check with someone else and came back to say that this certificate is mailed out by AA and not Citibank. The offer about this is on AA's website. Does anyone know if her information is correct?

It is definitely mailed out by Citibank -- a lot of the people there are not familiar with it, but if you are persistent you will find out someone who does know about it.

I've found that AAdvantage Customer Service can get Citibank issues like this resolved much quicker since they are more familiar with the AA/Citi relationship.

I finally received my certificate last weekend from Citibank. I had called them about this and the agent claimed to know nothing about it. She said AA was responsible for sending it out which I thought was wrong. It seems strange that I called and then received it from Citibank within two weeks of my call. It's for $25 off but since you have to talk to a person to book the ticket it's only worth $20 (after the new $5 fee).
