I've read this several times, and I can't find a catch:

No service charge, no shipping fees. $2 per ATM withdrawal, but no charge to use it as a credit card.
What a way to avoid fraud, lost credit card problems, etc!
I have no affiliation with Charter One - just found this while researching something else and wanted to pass it on.
