I thought capital one had no exchange rate fees?

Question
From What I have read it seems thas capital one only charges the visa 1% fee. Going to Europe in a couple weeks so I would like to get the best plan. I posted the following on travelbuzz but realize it is more appropriate here.
Just looked at my bill and noticed a charge from Ryanair that was a little more than I was expecting. Bill was for $50.86. My records show that the original charge was 28.54 GBP. This works out to an exchange rate of 1.7821. According to x-rates.com the exchange rate on charge date (11/20/03) was 1.7024. Perhaps x-rates.com is not the best source but I know that the exchange rate has not gotten to 1.7821 anytime recently.
Based on the exchange rate that I have it looks like I lost 4%. Also I seem to remember cnnfn.com quoting about 1.7 as the rate about then, so 1.7024 looks OK to me. What am I missing here?

Answer
Hmm, that is odd, thats what I have always read. Which Capital One card is it ? Any possibility RyanAir added a 1 GBP surcharge for something somewhere ?

It's a capital one visa platinum. Ryanair actually did add a 4GBP surcharge but that is included in the 28.54GBP that I mentioned.

Answer
Does your statement say how much Ryanair charged you in GBP? Maybe there's a discrepancy between your receipt and your statement.
