Foreign Currency charges

I made a charge on 10/27 for AUD9321. It has appeared on my HH Visa statement dated 11/10 - and hence the exchange rate at which it was processed is much worse than that on 10/28.
Do I have any recourse from HH Visa (Citi) or should I complain to the merchant who made the charge?
Or do I just lose out? The difference is around US$200-300.

You are aware that Visa adds 1% to the international exchange, and then your bank probably adds another 2%. It is very common to get hit by 3%.

I fully understand that. Nevertheless, between the above dates there was a significant movement in the exchange rate....on top of which the 1% and 2% are levied.

All credit card companies have policies for which the translation date is determined. Why would you have any recourse for them following their policy?
