I don't think it matters whether you have a MC or a VI, the service and the benefits seem to be very close. I'd say that more important is the issueing bank. With that in mind, what bank provides the best service in your opinion? Here are some banks to consider: Citibank, BankOne, MBNA, Chase. I know that MBNA is good because they don't charge on top of what MC/VI charges for foreign exchange.

I have had all of them in my days. Everything from Citibank, BankOne, Bank of America, MBNA, Chase, Capital One and US Bank. If you asked me, they are all horrible.
The best of the gang, is Capital One. However if you have prime credit, they don't cater to you. Capital One typically serves sub-prime borrowers. And with service centers in India, that explains it all.
However UNlike the others, they also don't charge extra fees for Int'l transactions AND offer the lowest long-term fixed APR 4.99%. With this rate, I try not to complain too much about service failures.
I guess I can't have my cake and eat it too.

I have a capital one business Visa and their customer service has been better then Amex business Platinum. I have not once reached a call center out side of the US unlike amex. I am not saying they are the best but for me they seem to do a good job.
