Best No-Fee Card

I am looking for a fee free/no annual fee credit card with a low APR. Any recommendations?

That's a very good question. Are you looking for a low fixed or variable APR ? If you're looking for a low fixed rate card, I would definitely recommend AMEX Blue (No annual fee + 9.99% fixed + Membership Rewards Options).
The Bank of America Platinum card is also good (No annual fee + 9.9% fixed), but it doesn't come with a rewards program.

Blue actually started out with a free rewards program called BlueLoot. This was recently replaced by Membership Rewards Options (also fee free). The main difference between MRO and the regular Membership Rewards program is that it takes more points to get the same reward with the Options program.

For example, MBNA Amtrak MasterCard has no annual fee and earns 1 Amtrak point per $ spent, that can be exchanged 1:1 (in batches of 5,000) into United, Continental, and Midwest Express miles.

For no fee, low interest rate, no awards cards, one of the best out there right now is the Capital One No Hassle Platinum Visa card. 8.9% fixed non-introductory rate APR on purchases and balance transfers.
If you want to earn points or miles and have a low APR, you might look into the Miles One program from Capital One, with a 9.9% rate and only a $19 annual fee for the Miles One program. (You can read about the pros and cons of the Miles One program here, by using the search feature.)
Another no-fee, low APR card with a rewards program, is the Yahoo Visa, which is a First USA card. http://visa.yahoo.com
Yahoo points can be used to purchase gift certificates. Read about the program at http://points.yahoo.com It's not a bad program for the cost. There's a 0% introductory rate and after the introductory period, there's a variable rate, starting at 7.9% for A+ credit, and going up from there if you don't have A+ credit.
In fact, all of these cards are for people with top credit, and they all have onerous penalties for missing multiple payments, etc.

If you are interested in HHonors points, I would suggest the Citibank USA HHonors VISA card. It has no annual fee and provides 2 HHOnors points per dollar (3 pts/dollar at Hilton properties).

You might want to get a couple of credit cards.
My spouse has a no-fee MasterCard from her credit union. It doesn't give miles or any other kind of reward. What it does give is insurance protection for rental cars.
