Visa Signature card

Question
Does anyone here carry (or know about) the Visa Signature card? I've seen this card referenced in a couple of threads on this board, but without specific details.
From what I've heard, the Signature card is a high-end card, presumably with an annual fee, with exceptional travel rewards (from what little I've heard, on par with the NEA card). The Visa website lists a handful of banks that offer it, but none of those bank sites will allow you to apply for the card online.
Any info would be appreciated...

I have a BA Visa Signature card. Issued by FirstUSA. It is supposed to be a high end card with no set spending limit (much likes DC and AMEX) but with a preset credit limit. I was sent that card when I signed up for the gold visa from BA (Don't know why, guess good credit, salary, etc). It has a better interest rate, higher insurance, etc than the standard card. Was supposed to have an annual fee but they waived that due the amount of charges and did so without me asking. From what I have heard, the Signature series was going to be a high end like AMEX Plat and DC Carte Blanche but just hasn't materialized yet. Don't know how you get one, they just automatically upgraded me.

My wife has a BA FirstUSA VISA card. No pre-set spending limit and no annual fee (very unusual for an airline mileage earning card. Indirect benefit is that it earns BA miles who, unlike most airlines, don't have blackout dates on award travel.

I believe the card you're talking about is the signature card by visa issued by Merrill Lynch. I have the card and the biggest benefit is that you get one"point" for each dollar spent. However, $25,000 in charges gets you a credit of $500, $ 50,000 gets you $1000 towards any ticket anywhere!!!! Citibank also issues a Citibank AAdvantage Visa Sig card. Annual fee is $50 and you get 1 mile/1$
No pre-set spending limit. They also offer the World MasterCard which is the same type of card. They are now offering 10,000 bonus miles for the Gold World Mastercard ($50 ann. fee)

So basically, each of the 10 or so banks that offer Visa Sig cards decides what rewards so with the card? It sounds like a Merrill Lynch Visa Sig is significantly different from a Citi one. Is this correct?
I remember seeing various posts about a card that offered benefits as good as the NEA Card but without requiring NEA membership, of course. Am I barking up the right tree?
