In my 30 years, I have never know the Liability (intended for the protection of the public) to extend and provide coverage to the Cargo. The commodities hauled require the protection of a Cargo policy intended to protect the "goods of others while in transit".
The example you mentioned with regards to the travel trailers has me curious, as I write this type of coverage and have never experienced the need for "special coverage". Is it possible, the special coverage may have been an endorsement to adjust the value to meet a higher load limit?
