I am an Owner Operator based in montreal, canada. unfortunatly there are only 3 insurance companys here in canada, and the rates have gone through the roof. i am paying over $12000 us a year for insurance. 10% of my driving is in canada, and 90% is done in the USA. my question is, is there any insurance companys out there that will insure a canadian based owner operator.

None of the insurance carriers we represent will do that. Unfortunately. However, if you were based in the US and did 10% of your business in Canada, you may have a better chance of switching insurance.
