We're looking at templates for a website at my RL job, and have a choice to use static vs. rollover buttons. What's the dif? And how can I explain this to my boss?

Static buttons don't change. The way a user knows it's a link is because the cursor changes when you move over it.
Rollover buttons change when the cursor "rolls over" it. It lights up, changes color, or something.
Another type of button is an "on click" button that looks like you pushed it when you click the mouse. That could also be called a rollover button, although technically it's not.
