Finaly realized this forum is up and saw your question.
I'm currently giving 1and1.com a shot. Very cheap and they have a template setting. I'm not using it tho so I don't know how easy it is to work with.
So far their tech support (24/7) has been pretty good.
I dont know nothing 'bout web building but have been able to figure some stuff out.

Answer
smx1313 as you progress let me know if you figure out how to change the meta tags. I have spent hours trying and just gave up. I have one of the free accounts.
Answer
IF it's free I'll bet there aint nothin you can do.
Answer
Cobaltlady, check out the Google search results below to see if you can change the meta tags. I don't believe the free account is any different than the regular one because it was just a U.S promotion for a limited time.

Ok went in and played around a little. Now I know what my problem was. You can only change your meta tags on the homepage. Then those same tags are applied to all your other pages. That is not good because each page should have their own individual meta tags. If you upload your own pages that may work. I was using their webcreator. Here's what I was playing with.

When I 1st started w/1and1 I tried out their web template. I dumped it quick. Unless you want your site be pretty much that template it's very limiting.
I't actully much easier to just FTP your own HTML an get rolling.
Answer
Yes, I think you're better off not using their Website Creator if you have any experience creating a website. I found this comment under the Website Creator FAQ's which looks like you can only change the meta tags on your start page:

<BLOCKQUOTE class="ip-ubbcode-quote"><font size="-1">quote:</font><HR>Defining Meta tags and enabling Flash intro tools
After completing editing your Website you can additionally change our suggested Meta tags or specify your own. These details are registered by some search engines and your site can thus be found in web searches. Use the item 'Flash intro' to select an intro for your start page. There are five different variants; circles, signs, star, rectangle and gears. Under 'Slogan' enter a catchphrase matching your Website. <HR></BLOCKQUOTE>

<BLOCKQUOTE class="ip-ubbcode-quote"><font size="-1">quote:</font><HR> I want to integrate HTML text or a banner into my site. How can I do it?
It is not possible to integrate free HTML code into the CM4All WebsiteCreator pages. The CM4All WebsiteCreator has been exclusively designed for customer without html skills, thus this feature is not included. In such a case we recommend using other Website design applications. <HR></BLOCKQUOTE>
