I'm not entirely certain what you're asking, but it's my view that exchanging links with any quality site is AOK.
Avoid link farms and (largely) affiliate web sites.
The more relevant back links you can get the better. GOOGLE puts a very large weight on back-links when computing their rankings. Of course, I don't have proof of this as G (and everyone else) keeps their search algorithm a secret... but with some investigating it's quite obvious.

I believe most webmasters are being very 'picky' in whom they choose to link to. If a site has nothing whatsoever to do with the 'theme' of their site, or their link pages aren't relevant or in any type of order, or there's too many links on a page, etc., most webmasters will choose not to link.

You're right..we only exchanged links to related sites. Perhaps, all webmasters have different rules on trading links.

I recently was wondering what is the "polite way" to tell someone no when they ask if you want to link up!
I too have read that relevant linkage is very important. A few days ago some wrote me saying they had already put my website on their link page (without my permission!!!) and would appreciate a reciprocal link. I looked at their site and had no interest in linking with them! So I just said no thanks and asked them to remove my site immediately.
Anybody else run into this situation? What do you do?

Depends.
First of all, if they want to link, LET THEM!
It certainly doesn't hurt your site!
If it's a 'spammy' site, or one that doesn't have much/anything to offer, I just delete. If it's a decent site, but I just don't feel the connection, I'll sometimes politely decline, but thank them anyways.
Usually, though, it's just DELETE, DELETE, DELETE.

I guess that's what I thought too. I'm a little leary of getting linked in "the wrong place" and want people to be able to use my links page with confidence!
