RSS feed - - How is it done?

Question
Do you need special software to do it?
I wanted to add a page of eBay news to my website.
I did a little reading but got more confused.

(meaning you'd have to have a website that has a cgi-bin, and can run scripts. or, you could get a stand-a-lone RSS reader for your desktop.

In order to view content in RSS, you will need an RSS reader or aggregator. You can find various free and commercial RSS readers available for download on the Internet. Popular RSS readers include AmphetaDesk, Radio UserLand, and NewzCrawler. Once you have an RSS reader, you can simply right-click on an RSS link, copy the URL, and paste it into your RSS reader to display the content in RSS.
There are also javascripts and PHP scripts that you can place RSS feeds into your HTML page to pull an RSS feed from a third party site, (like here) and display on your HTML page..
Here's a php reader that would do what you want... take a feed, and display it on a webpage.
