I've tried all 3 of the big ones on several of my sites at one point or another. (VB, PHPBB & IPB)
I recommend Invision Power Board because there's so much you can customize and a very active support community. If you need a custom mod, most of the time, all you have to do is ask and someone will create it for you.
The fully modded PhpBB mentioned above looks interesting though. Can't beat that if all the mod work is already done for you. I might give this one a closer look on an upcoming project I'm working on for a customer.
