lol i think at first she just thought he was scared.
if you watch again, you can see that not only is there straps forming an "X" across is chest, hes sitting in a harness too.
so theres no way he could've really fallen off unless his harness broke and he slipped out.
so thats probably why the mom didn't do anything
albeit that she WAS being quite cold haha
but the boy was probably freakin out a bit too much, i mean youre in a harness!

I think the boy over react a lil in the beginning, if he didn't he wouldn't have slipped so much. But it's scary to slip off your seat while on these kind of rides. O_o
