Way back on September 26, I was TRYING to print a label from PayPal's site to ship a large, heavy bulky (and EXPENSIVE) item to print, but the USPS website was down. Kept getting a message - please try again in a few minutes. Waited a few, then tried again. Nada. Repeat. Nada. Then lost my connection.
I ended up canceling that label and requesting a refund via PayPal's link.
Well, here it is October 9 and I STILL haven't been refunded!
And yes, later that day, I was able to re-establish a connnection and print a label for the shipment, but I had missing the window for shipping that day.
The transaction in my history only says "refund pending" - but for how long?

I've used the refund-thingy a few times, and am expecting two refunds right now. It usually takes 2-3 weeks.
ETA: In the e-mail they sent, it says:
This email confirms that you have successfully requested a U.S. Postal Service(R) postage refund for the shipping label shown below. The U.S. Postal Service Refund Request process will take approximately 15 days, except for Media Mail(R) and Parcel Post(R) which can take up to 21 days for a refund to be processed. If the U.S. Postal Service grants the refund, the postage value including the cost of insurance, if purchased with the label, will be credited to your PayPal account.
I requested my refunds on 9/29, so it'll prolly be another week or so.

I never received an email like that! In fact, I never received an email at ALL! 2-3 weeks - I wonder why the hold-up.

Yes, I got one (mine was $22+) and it took several weeks. If you didn't get a confirming email, you might try filing for it again to see what happens. Maybe it didn't go through?

Yes, I was charged. -$8.45 twice, once for the one where I never got to the USPS website, and another -$8.45 charge a few hours later when I did.
2 nics at my bank account, too.
For the 1st transaction, PayPal simply states "refund pending". The second transaction has "check shipment" (or whatever) button.
