Not exactly sure what that all meant. Is the named lawsuit trying to make it so shipping services arent liable if they break or lose something?

It's an amendment not a lawsuit It states their (the Interstate Transportation Carriers) responsibilities.
UPS's big trick when something is damaged during shipping is to say it wasn't packaged correctly. They don't want to paid out even if you had the item insured.
They don't have a choice. According to the amendment if they accept the item and the offered insurance they a responsible.
